Captain Nelson Tsui, a prominent figure in the maritime industry and international shipping circle, was born in Hong Kong. After graduating with honors from the National Maritime Academy in Wuchang, China, he continued his education and postgraduate studies at the Liverpool College of Advance Technology in Northern England, the University of Southampton near London and the Sir John Cass College in London. Tsui, while serving in the Merchant Navy in Great Britain, rose to the rank of Master. The Crown Agent in London then appointed him to a top-level position in the Marine Department of the Hong Kong Government. During his five years (1963 to 1968) in Hong Kong, he founded the first Marine Nautical Training School for the Hong Kong Government and was in charge of various departments, including the Government Fleet and the Government Dockyard.
