A black clad and masked group enters the packed ballroom of a Philadelphia hotel where FBI Director Clinton Murtaugh is delivering a speech. The group opens fire with automatic weapons severely wounding Murtaugh, killing the special agent in charge of the Philadelphia office as well as a deputy commissioner of the Philadelphia police department. Among the numerous other wounded is retired Special Agent Jeff Bauer, FBI Chief Inspector Douglas’ long time partner. Douglas and Inspector Al Washington are ordered to Philadelphia to supervise the investigation. Arriving in Philadelphia they find the office in disarray, stunned by the wounding of the director and the killing of their agent in charge.
