After a lengthy and sensational trial the last of the old style gang leaders Joe King has been sent down for 30 years. His London centred world of protection rackets, clubs and payroll robberies has long since given way to drugs and a European perspective. The ageing gangster has been found guilty of murder and arson following a press campaign by investigative journalist Jack Cade. Jack attends the party celebrating the end of organised crime in the metropolis but finds predictably that his life is in danger and that Joe’s lieutenant Sylvia Kahane was not in fact killed when a London vice club was burned down four years ago. Jack is encouraged to leave things be, both the police and his editor urging him to mount a new campaign against sleaze in political quangos from the safety of his rural retreat in Yorkshire, but Jack has other ideas.
