From the 1960’s to the 1990’s, the deinstitutionalization of persons with mental illnesses (PwMI) became a focal concern throughout the United States. Deinstitutionalization policies had consequences for both law enforcement organizations and judicial systems. For instance, it resulted in the mentally ill and individuals suffering from developmental disabilities (i.e., autism) having increased interaction with law enforcement professionals and the courts. Past and present research concluded that people with mental illnesses and persons with developmental disabilities (PwDD) have a tendency to exhibit aggressive or violent behavior.
