A young teenager named Patty, is alone drug addict in the world. She is a repeat offender and is booked in jail. She gets a visit from a lawyer who doesn't say what she has to do exactly but only to sign some papers to get out of jail. She signs the papers and is sent to a youth training camp in the mountains of Provo, Utah, where their only job is to learn how to run and hide from this mysterious creature that is killing runaway youths from a Juvenile lock down near the Provo River.
