This book proposes an alternative to building a wall and to current U.S. strategies to deter illegal immigration across our southern border. The proposal, if adopted, would provide for desperate Guatemalan youth educational opportunity modeled on the G.I. Bill of Rights and a recent initiative called the Guatemalan Student Support Group. The likely result would mirror those realized in the United States after the Second World War and at a fraction of the cost of either a wall or the programs currently funded under the CARSI umbrella, approximately $36 million as apposed to the $3.7 billion that President Obama has requested, which will not work in any case. Success would attract other Central American youth to seek refuge in Guatemala rather than the United States.
